The IDG is the first nonprofit labor organization to negotiate a seat at the table with a rideshare company and the first to offer crucial new protections and essential benefits while building worker power. The IDG has advocated on behalf of drivers in New York State to get them access to benefits through The Black Car Fund. As a result, the IDG and The Black Car Fund launched the Drivers Benefits program in 2018 and expanded it to include more benefits in January 2021.

You must meet Eligibility Requirements* to be enrolled in Drivers Benefits. An eligible driver is either:

 

(i) a driver who is registered with the New York City Taxi and Limousine Commission (NYC TLC) as a driver for a Black Car service and who, for initial eligibility, has provided service to passengers for at least twenty (20) hours during the past thirty (30) days and, for ongoing eligibility, based on driving-hours data provided by the NYC TLC for the rolling six (6) month prior periods, has provided service to passengers for an average of at least twenty (20) hours per month, with such hours measured from the time a passenger enters a vehicle until such passenger exits the same vehicle, or

(ii) a driver is not registered with the NYC TLC and who qualifies as a Transportation Network Company (TNC) or is affiliated with a dispatch base that is a member of The Black Car Fund and in the prior calendar year has received a gross income of at least $4,000 during the most recent available calendar quarter from the provision of service to passengers in the State of New York. Gross revenue is determined based on income that will be reported on a driver’s Form 1099. These eligibility standards may be changed by The Black Car Fund upon at least 30 days’ notice. Enrolled drivers must continue to meet eligibility requirements to maintain access to the benefits. A Driver shall cease to be an Eligible Driver if said Driver has been found by the Workers’ Compensation Board to be disqualified as a claimant for lost time benefits pursuant to Section 114-a of the New York Workers’ Compensation Law.

The Black Car Fund (“The BCF”) is a not-for-profit organization created by New York State to provide workers’ compensation insurance to drivers of NY Black Car Services including Uber, Lyft, and the more traditional Black Car bases in the industry. The BCF also provides safety and health programs that benefit these for-hire drivers, including the Drivers Benefits Program that features the Accident Disability Insurance Plan, $100K Accidental Death Benefit, Personal Accident Insurance, Critical Illness Insurance, Hearing Care Program, Dental Insurance, Vision Coverage, Telemedicine, discounts on Urgent Care and Prescriptions, and more, at no cost to eligible drivers. All the benefits paid for by The BCF are funded entirely by the small surcharge that is paid by passengers on each ride. While we encourage all eligible drivers to participate, participation is entirely voluntary, and you are not required to participate. None of the benefits are intended to provide you with any rights of employment or to otherwise affect your status as an independent contractor with respect to The BCF or with the dispatch base you are affiliated with. If you are an employee driver, none of the benefits paid for by The BCF are sponsored or endorsed by your employer. None of the benefits are intended to be covered by the Employee Retirement Income Security Act (ERISA) or the Patient Protection and Affordable Care Act (“PPACA”). The Black Car Fund reserves the right to revise or terminate these benefits in whole or in part at any time, and for any reason.
